Wrong. A politician cannot create, expand, or destroy a right. He can infringe on it, or violate it altogether, or he can reduce the level of infringement, but the right is a right and it remains a right regardless. Lets try again;

It’s a step in the right direction, but is he off the hook yet? For example, if a mugger gave back some small portion of the cash he stole from you 40 years ago, does that make him a great guy or a criminal with some reservations or remorse?

Great thought, Lyle.. except it’s a she, not a he..(like the last one, only much better).
