Nobody on THIS side of the tracks is likely to be surprised, Tam — but I bet there are several millions of folks out there who just can’t imagine why such a thing might be needed, and who would/will react in outrage when they see those pictures..

I genuinely don’t appreciate being, even potentially, on the end with the hole in it just for the offense of showing up at a public event. Our law enforcement agencies have become paranoid if they think they can preempt all the crimes. And it’s expensive, too. This is my grandkids’ money, you bastards!
This is one of those bullshit scenarios out of fictional books… I somehow doubt the this sniper would be able to stop a terrorist much less one that is there for mass murder simply because there will be no warning…
Despite the extreme angles, I saw no sign of a slope doper or any other device to help the shooter hit is actual target, instead of the guy above or below him.

They spend their time pointing binoculars at the crowd, not the rifle. The rifle only gets fingered fucked if they need to stop someone.
They do need to consider suppressing it. A rifle report at a crowded stadium could start a panic.

What are the ranges he would be engaging targets at? Looks like a lot of distance to be shooting from when innocent people are overwhelmingly present.
