City should ban it and do nothing to enforce the ban. When somebody sues for getting hurt sledding, throw them in jail for illegal sledding, and get the case thrown out.
Not an ideal solution, but that’s the way to make the best of it.
Alternately, and more likely, the police will issue citations to several hundred sledders per snowstorm, with an associated fine of several hundred dollars per citation, plus of course court costs.
Revenue enhancement – if something is not allowed (and permitted, with a stiff fee to participate) it is of course forbidden (and illegal, with a stiff fee to participate).
