Of course the scores would come faster if it weren’t for fifteen-yard penalties for personal fouls (looking right at you, OCTC and dickumentary producers)
It took a decade for Alaska, the first clear “Permitless Carry by Statute” state, to go from Shall-issue to Con Carry (’94-’04). I think AZ took a little longer. Not sure on WY and I think AR is still problematic.
In any event, Kansas is still more proof that the incremental approach is working, and the time span is shortening.

And in the coming days, a law allowing handgun carry in local parks STATEWIDE in Tennessee will be on the Governor’s desk!
