It was often reported that the San Bernadine jihadists used “assault weapons” purchased for them in California. But California has an AWB. So how did the alleged buyer make a legal purchase of an “assault weapon”?

Poor reporting. This could be something really bad (he built a federally banned automatic) or it could be constructive possession (he ordered parts that collectively violate CA laws).
