“Settled science” is a nonsense term which can be used to see that the speaker has no clue about what science is. The Scientific Method (first described by Galileo) makes it very clear that real science is never settled. Any “theory” or “law” is merely the current best statement of what we believe reality looks like, subject to confirmation by experiment. Or defeat by experiment. And this happens all the time even to theories with centuries of track record.
For example, you might think that Newton’s law of gravitation is well established and unquestioned. The exact opposite is true: it was replaced entirely around 1910 (by Einstein’s General Relativity) which is quite different although for ordinary life situations the two produce essentially the same answers. But there are a whole lot of examples where the two differ, and where they do, Einstein’s theory has been confirmed and Newton’s has been found not to fit.

The People had all their rights prior to 1791. The conventions of the States wanted to codify in “the Supreme Law of the Land” that the U.S. Government stayed within its delegated powers and did not violate or infringe on the DECLARED rights of the People. Here is the the relevant excerpt of the Preamble so stating not usually included in copies of the Constitution:

Congress OF THE United States
begun and held at the City of New York, on Wednesday
the Fourth of March, one thousand seven hundred and eighty nine.
THE Conventions of a number of the States having at the time of their adopting the Constitution, expressed a desire, in order to prevent misconstruction or abuse of its powers, that further declaratory and restrictive clauses should be added: And as extending the ground of public confidence in the Government, will best insure the beneficent ends of its institution.
