Not really. I was prepared to be surprised when I read this, but a prosecuter could indict a pencil for manslaughter if he/she wanted to. Consideringt hat this happened at around the same time as the intesification of the bombings and heightened criticism of the sanctions policy, it looks more like PR than evidence.
