I’ve never actually examined the “PATRIOT” act (the cleaver acronym was part of the legislative PR campaign), but as this story highlights, some of its provisions (e.g., warrants) can be broadly applied to crimes unrelated to terrorism. Did Congress intend this, or was it simply sloppy drafting? I’m not sure. I understand that in the House a number of lawmakers didn’t even get a chance to read the bill before they voted on it. Undoubtedly, this wouldn’t have passed as it stands had it not been fast-tracked in the wake of 9/11.
Typically, fast law = bad law.
