Putting on the pro-gun face
Kansas Gov. Kathleen Sebelius signed into law a bill that makes it legal to carry a firearm anywhere in the state as long as it’s unloaded and in an enclosed container.
I think the governor is putting on her pro-gun face prior to an election year. She did, after all, veto concealed carry legislation for Kansas.

It’s a step forward. As I read the available version of the bill, there is no definition for “container”, definitely no requirement that it be locked, just fully enclosed. Also no mention that I can see as to where ammo may be carried. Looks like a person is OK if a gun is on the seat fully enclosed in a purse or bag, with a magazine nearby. On the down side, Sebelius will probably point to this as how she’s been willing to compromised, so when CC comes up again she may get some borderline CC supporters to back off.
