It’s not quite as bad as it sounds. The revocation of reciprocity only applies in AZ to UT permits held by AZ residents.
Looking at packing.org, it appears that AZ law requires a non-AZ permit to have “substantially similar” training requirements as AZ has in order for that non-AZ permit to be valid in AZ for an AZ resident. (Got that?) AZ had a 16 hour training requirement whereas UT required only 3 hours. What apparently initiated the revocation of reciprocity was some AZ trainers who began advertising in AZ that they would give 3-hour courses to AZ residents so they could get a UT permit that would be valid in AZ. This got the attention of the AZ authorities and one thing led to another.
UT permits held by non-AZ residents continue to be recognized in AZ, and presumably UT permits held by AZ residents will continue to be recognized everywhere but AZ.

OK, I can deal with that. If I ever land a decent job in AZ, getting a new permit there is no big deal.
