The Firearms Correction and Improvements Act
In the short term, the bill allows the importation of ANY firearm parts (including barrels, frames and recievers) so long as they will be used for repair or replacement. This includes firearm parts for firearms that are no longer importable. The BATFE would no longer be able to decide unilaterally that would not allow importation of certain parts.
I’m don’t think that used for repair or replacement would apply to, say, AK or FAL kits that one builds themselves, which is a pity. But it’s a start.

Isn’t the receiver considered to be the firearm? If so, then build a receiver which will be a nonfunctioning firearm in need of repair. Procure parts as needed to complete said repairs ;-). Where’s the problem?

Or, since you need to “replace” the parts, duct-tape a piece of pipe (>16″ of course, you wouldn’t want to break any rules) to the receiver, and fashion a few other strategically placed parts out of common household items. Remark to yourself, “gee wiz, it doesn’t work. I need to repair it and replace my defective parts.” Then replace them. Convince yourself that the ATF has a sense of humor. All better. What could go wrong? (Surviving members of the Weaver family, call your office.)

Except that it applies to all firearm parts and seems to make it worse.
Your previous post quotes the BATFE’s letter: “purchasers have been or will be advised that the barrels may only be used for assembly into certain importable models.”
This act says: “the bill allows the importation of ANY firearm parts so long as they will be used for repair or replacement” and that seems worse to me.
