Another CCW victory this year! The NRA reports:
Nebraska Approves Right-to-Carry; Governor Heineman Pledges Signature
Fairfax, VA-Today, the Nebraska legislature gave final approval to a measure granting law-abiding Nebraska citizens the right to carry a firearm for personal protection. Legislative Bill 454 now heads to Governor Dave Heineman’s desk, where he is expected to sign it into law. Last week, legislators in Kansas overrode Governor Sebelius’ veto of the Right-to-Carry measure in that state.
Soon, there will be only two states without CCW provisions (Illinois and Wisconsin). Wisconsin is possible and Illinois likely a lost cause. After Wisconsin, getting the 9 may issue states converted to shall issue is a worthy goal.

well sort of. I still won’t be able to legally carry in Omaha (my home) or Lincoln. Or the bank. Or the bar. Or sporting events. Or… you get the picture.

So what’s possble? Here’s my take of the situation. The remaining states that are discrescionary or no-issue:
1. Delaware
2. Iowa
3. Wisconsin
4. California
5. Hawaii
6. New Jersey
7. New York
8. Illinois
9. Massachusetts
10. Maryland
11. Rhode Island

Interesting list.
Why isn’t Alabama on it? My understanding was that they were still a may (though very pro gun) issue state.
As for the list,
I think Deleware, Iowa, Wisconsin are probably doable. I would be very very surprised if Maryland was, unless it becomes an issue to split likely gubernatorial candidate Tom O’Malley and his primary challenger bigoted gun banning Doug Duncan.

Unfortunately Sebastian is right. The fight from here is going to be much tougher. A couple of quick comments based on my experience though.
1. Much of NY State is actually shall-issue. Once you leave NYC and the immediate vicinity, most counties issue pistol permits (which are also carry permits) without any issue. There was a move by certain judges (who issue the permits) to make them “hunting and target shooting only”, which would preclude CC, but that seems to have faded out.
2. The same situation applies in Mass. Once you leave Middlesex County, it is not difficult to get a FOID with CC in most counties. As an aside, despite having draconian AW legislation, actual full-auto is still legal in MA. I’ll leave it to others to decipher that logic.
3. The RI supreme Court recently decided a CC permit case that upheld the right to bear arms in the state and should make the state shall-issue. However, how that is being implemented in practice is another story.
So out of the 11 mentioned, I would say 5 at best could go shall-issue (Iowa, Wisconsin, Delaware, Maryland and RI). Most likely is we grab IA, DE and WI in the next year or two, with the others stuck where they are.

My understanding is that in practice Alabama does not deny licenses except for good cause. If you really want to get technical, my home state of Pennsylvania is also may-issue, since the Sheriffs do have some discrescion under the “an individual whose character and reputation is such that the individual would be likely to act in a manner dangerous to public safety.” clause of the UFA. In practice I haven’t heard of this being used outside of Philadelphia, but it’s still some measure of discrescion.

Several of the “shall issue only to rich or politically connected people” states may take a few more decades. A worthy goal might be more “Vermont” states. Texas, Wyoming, Florida maybe? I mean the blood isn’t exactly running in the streets in Alaska, right?
This is huge, as it gets people out of the mindset that they have to get a permission slip to exercise a right.
The other worthy goal would be to remove stupid ass restrictions on CCW licenses. Stuff like “breakfast at Denny’s for non-drinkers” laws (designated defensive shooter law).
