I guess that might depend on where the spending was cut. If agency xyz is interfering with business and its buget is curtailed or eliminated then the interference goes away and business profits go up; sometimes this leads to increased tax revenue for the government.
Not that I think anything like this actually happened (the government reducing interference part).
