But, it’s merely a “common sense” “narrowly-tailored” “gun safety” proposal.
A “middle ground” if you will.
Two words: Gloves. Off.

Because we all know what a safe and prosperous country Indonesia is. We should clearly follow their example. From the CIA World Factbook:

IIRC, Indonesia is also in serious need of piracy suppression. Not that this is likely to be much of a priority to Indonesians themselves, but since so much of world trade passes through Indonesian waters, it should be a priority to us.
Simplest way: lightly arm all our merchant ships passing through that area. Inform the Indonesian Navy that should they attempt to disarm them, Indonesia won’t have a Navy.

Obviously the speaker is an idiot: my guns are most dangerous just after the ammunition is absented from the gun. I would be glad to give them a personal demonstration, though they might have a little trouble reporting on the results :-).
I do agree that the “issue” of ammunition should be addressed: they can “issue” me any excess ammunition they might have.
Re: arming merchant ships. No reason to stop there; inform them that disarming any ship/boat flying the American flag (i.e., American registry) will result in not having a Navy.
