Actually, the stories get written first. The problem is the editor writes the headline with no input from the journalist who writes the story. A WaPo reporter once explained it to me by saying the writer never knew how much space she was going to get or what would get cut, so the headline was wrtten after the editor figure out how long the headline needed to be and what would get cut.
