No, you do not need a permit to own a handgun. You need a carry permit to carry it loaded (concealed or not) into public. You can carry an empty gun and separate ammo for transportation purposes only without permit. That of course does not include several specific places such as gov buildings, schools, parks, etc. additionally there are very specific storage instructions for transportation i.e. ammo locked in a separate container away from the gun.
