The first thing that jumped out at me when I started reading it was, right there on the first page, they mention “the right conferred by [the language of] the Second Amendment.”
You’d think that “an arm of the Library of Congress devoted to providing for Congress research and analysis on legislative issues” would have a better understanding of The Bill of Rights.
