tangent / off-topic: I am always miffed when Congress passes a law that attempts to regulate / control private exploration of space, space travel, the moon, Mars, etc.
Too big for their heads, they are.

Can’t this be done with a waiver? Everyone knows spaceflight is dangerous; three Apollo and 14 Space Shuttle astronauts dead, and how many Soviet Cosmonauts dead?
Sitting in a little capsule on top of more explosive than was carried in a B24 is obviously dangerous.
This ham-handed regulation by Congress is a bad precedent. The next thing you know they’ll be spending money to help people who buy mortgages too big for their incomes — oh wait, that happened, too!
