I’ve heard of this kind of thing being done. I once bought a box of East German 7.62x54R when I first got my Mosin-Nagant rifles. True to East German workmanship, 3 of the 20 rounds had primers fail to ignite, despite very good primer hits. I use them as decoration. I happened to have one in my car, and was talking to a friend who was getting deployed back to Iraq. The 7.62x54R round came up in conversation, so I went and got the dud and showed it to him. He asked if he could have it to take with him, so he could write his name on it, explaining the “name with a bullet on it” anecdote. I gladly gave it to him.
I thought I was going to see an engraved bullet. Instead I saw an engraved case. That would be “case with a name on it” then, no? But in that case (uhem) it would be merely a new place on the case in which to find lettering. It’s universally found on the case head already.
