Forget the liability insurance requirement, the real doozie is the following: “Provides that a person shall be deemed the owner of a firearm after the firearm is lost or stolen until such loss or theft is reported to the police department or sheriff of the jurisdiction in which the owner resides.”
So if your weapon is stolen and misused by a criminal before you know about it, the liability for injuries due to the criminal acts with the gun seem to be ALL YOURS. This stands liability law on its head, in a bucket of cement.
