Well, if they want DC to have a Senate seat, maybe Guam, Puerto Rico, and a few other territories/possessions of the US should have Senate seats as well.
Of course, my view of DC (from northern Virginia) is that it’s nothing but a hostile, corrupt, third-world nation that happens to house the US president and the majority of the US government. It can’t keep its roads in good repair, its schools are among the worst in the nation, the crime rate is outrageous, and the police and courts are more concerned with collecting parking ticket fines than convicting real criminals (and that’s just off the top of my head).
Actually, it would do neither since the part purporting to create the seat is blatantly unconstitutional, while the severable portion repealing DC’s gun laws is not.

Err, it’s still unconstitutional, but the bill would give DC a seat in the House, not the Senate.
