And what few items that are not covered by the ITAR are covered by the Export Administration Regulations (EAR), which regulates the export of dual use items. Shotguns over 18 inches are controlled by the EAR. Daisy got in trouble for exporting scopes for their air guns.

Well, barring the export of thumbscrews must greatly hurt the BDSM industry.
