There is a reason for that. Utah allows for instructors in other states be trainers for Utah. I just completed an Iowa class that will allow me with proper docutmentation to get a non resident Utah permit, which will allow me to Concealed Carry in some 30 states even though I took my class in Iowa and am licensed by a local sheriff.
The reasons Utah is becoming a center are many, but the underlying reasons are legal and economic.
That ain’t nothin’. Here in SC, our permit applications are up a full 100% from a year ago. That’s right, double.
I’ve had mine for a while now, but everywhere I look the classes are booked for months.
As to the comment about Utah’s numbers being high due to out of staters, the article says that the number of resident permits has gone up so much that it actually passed the number of non-resident ones being issued.
