It never hurts to ban things that might exist, just in case they later get invented. Especially if you fear them.
I remember seeing things like small computer memory devices, the size of a matchbook, inserted into computers in Star Trek in the 60’s. Glad they weren’t banned before memory sticks were invented.
About 4 posts down from this one, you have a link to a homemade coil gun, which uses an electromagnetic force to propel a projectile. Granted, the one that you linked to only throws its projectile at about 100 fps, but if someone can build one, someone else can build a more powerful one. I think that you saw “electromagnetic” and this automatically caused you to make the association with electromagnetic radiation, or LASERs. I cannot discern if the Wisconsin DNR only meant LASERs, or also possibly meant rail guns/coil guns from the link, though.
