The best solution is probably natural fibers.
They don’t melt, and they tend to burn relatively slow if you can get them to spread at all…

I used to shoot Nerf balls from my potato gun, they work quite well. I got into the habit of dunking them in water and squeezing out the excess before firing, though. ;^)
