Additionally, one of the plaintiffs purchased a rifle through the Federal Civilian Marksmanship Program, which shipped the rifle directly to his home in Chicago. This prevents registration of that rifle in Chicago permanently, because of the requirement to register before taking possession. It also sets up an interesting tension between the government legally sending a rifle to a place where it is impossible to legally own it. That same resident tried to register the rifle, was denied, and appealed the denial administratively, and was denied again.

Brilliant.

    I thought the CMP was no longer a federal entity and Clinton turned them into a nonprofit?

    They are also still holding my M1 that I’m anxiously waiting for.

    Yes, Congress abolished DCM in 1994, an Army program and established CMP to do the same thing albeit as a corporation that had to fund its own programs through sales. Yes they can ship via USPS. When I picked up mine from the post office in ’92 under the old DCM program the clerk asked what it was. I told her you don’t want to know.

    There’s lots of accidental loopholes in where firearms can be shipped. When I was stationed in CA in the USMC, I ordered some high cap magazines for my Beretta. I had them shipped to my home address in FL, not my PO Box in CA. They were shipped to my home, and then forwarded to my new address, since my Grandmother, who I lived with before I joined, had filled out a change of address form, and they were shipped directly to me, in clear violation of the law. Neither my grandmother nor myself could have been aware that such an action would occur, making this clearly the responsibility and crime of the USPS. This entity of the Federal government had directly violated state law.

Remember, I do this to entertain me, not you.
