Common sense, by the Tennessee legislature, would dictate that like neighboring Virginia, preemption would be passed. Allowing each city/county/community to pass different laws on carry essentially makes it impossible to carry with any degree of confidence that you will not inadvertently break a law by simply taking a step into another jurisdiction. VCDL made a concerted effort to see the passage of preemption to avoid this legal nightmare. Still, the city of Norfolk has paid out thousands of dollars in settlements to people who have been arrested or illegally detained for perfectly legal open carry (twice to the same guy).
