From page 15 of the affidavit linked to in David’s post.
“SHIPLEY, without a FFL, resold some of the firearms he ordered or bought shortly after acquiring them, including at least one sale on the same day that he received the firearm and in another instance receiving payment for a firearm before SHIPLEY received the firearm himself.”
That last part does make him look pretty bad. I really can’t think of any way for that to work out that doesn’t look like a straw purchase. I almost did something similar with some stripped receivers that were on back order, because a friend started wanting one as well. But I had been paid for one of them by him before receiving them, I would have just had him do the background check for that one.
I’m not saying that I believe he is guilty based on this. But it at least makes the pursuit of charges against him look a little less ridiculous.
On a side note, can anyone with more experience in this area explain why someone without a FFL would have a “Acquisition and Disposition Book”? Is that a very specific book, or does any record you have of what you own and what you’ve sold off fit under that description?

Maybe that was a Curios & Relics book?
