Anybody or group who try to seriously claim a study is needed to determine whether the ability of people to communicate freely and exchange ideas, and disseminate information is good for democracy or liberty has already decided the outcome of the study and are planning to stop the exchanges between free peoples.
The answer to the question is so obvious on its face that the only excuse for a study is to determine how to end the practice of communications among the various free individuals. Once their ability to communicate is prohibited so is liberty.
