You can’t make something to do something illegal. Seems to be the same kind of logic, and I assume (based on past statements here) that you would all be horrified at the concept of converting a semi into a full.

Perhaps modifying agents of DHS would be more appropriate. I’ll leave it to you to consider what modifications would make them acceptable.
