I think there is more than a rule 4 violation here.
Rule 2, never let the muzzle cover anything you’re not willing to destroy, And
Rule 3, Keep your finger off the trigger until your sights are on the target.
Plus, it isn’t one of Colonel Cooper’s Rules, but for re-enactors, no live ammo at re-enactments.
I forget who said it at Guncounter.com, but in order for injury to occur usually two rules have to be broken.

Give the guy a little credit – this was a ricochet off a rock in his hillside, so it was more an issue of “Be aware of what’s behind your target and waaaayyyy off to both sides.”
I used to shoot at an outdoor range, and once watched someone shooting tracer rounds (Vector ammo, IIRC) from a pistol. The ricochets off the dirt berm behind the 25 yard target stand were both frequent and spectacular, many of them straight up or at 90 degrees sideways from the original path of the bullet. Quite illuminating on how ricochets work.

A softer, gentler target and a rock free berm might be useful in these cases.

The written story says he is a Civil War buff, but the video says he recreates Revolutionary War and French Indian War weapons.
He’s in Pennsylvania too. So, if he was Civil War, he’d be a Yankee. And we all know what that means.
