Although…the TNDOT Twitter updater sent out a reminder yesterday that they strongly encourage motorists to refrain from texting while driving: http://www.tdot.state.tn.us/mediaroom/info.htm

I have to disagree that the state is doing it wrong. The lawmakers are getting exactly what they want.
The purpose of the twitter feed on traffic is to provide a service to motorists. Motorists will use it while driving.
The purpose of the fines is ostensibly to make school crossing lanes safer, but the actual effect is solely to raise revenue. Motorists will pay money to the state for reading the twitter feed if they do so in a school zone (or, as they are called around here, city and county “revenue enhancement” zones.
