How quickly can we expect a bullet to terminate hostile activity; 1-3 seconds, 3-5 seconds, 5-10 seconds? How fast is fast enough?

The LEO fired three rounds per second and got 12 of his 15 shots on target and one of those was a head shot, all while being shot at by the bad guy. Impressive. Had he been shooting a .30 caliber rifle I doubt he could gotten near as many shots on target in that time frame.

I’m fairly certain a torso hit with 40mm HE will stop any unarmored human attacker instantly.
I could be wrong though.

With a .30 caliber rifle you dont NEED 3 shots a second.

From experience, I would NOT place a bet on any single round short of a PanzerKampfWagen’s 88 to stop a human being in one shot. And I would not bet that a human body would offer enough resistance to fire the fuse on explosive rounds.
There are too many imponderables, and humans are plenty tough. Elmer Kieth told a story of a stone cold sober cowboy who took a full clip of 9mm from a Luger and still had enough to kill the cop who shot him.
A few years after that a North Dakota farmer took five 30/40 Krag rounds, and killed his attacker. With an ax. Look up the ballistics on the .30 U.S. sometime. I could add to those, without going to the files.
Add alcohol or drugs for anesthesia – and a human can pull trigger long after they are dead, dead, dead. And most of those who are involved in a shooting these days are one or the other.
It makes that first shot mighty important. Because the only sure one shot stop is in through the nose and out the back of the neck.
