DC Circuit Court says the Heller decision is retroactive.

It’s not that the decision itself is retroactive, it’s that the law was never valid in the first place because it was unconstitutional. It’s been a long held legal standard that if a law is unconstitutional, it is invalid from it’s inception.
So will everyone ever convicted of violating those provision of DC law have their convictions expunged?
