Actually, it makes quite a bit of both biological and economic sense to do so. What is a rapper or a ganster trying to accomplish? To look intimidating. The more intimidating one looks, the less likely one has to use violence to maximize their plunder. Now granted, I would find it fairly intimidating for someone to be pointing a gun at me, holding it normally/properly. But that aside, most male (and females as well) animals in some way try to make themselves look larger than they are, and thus more intimidating/dominant, to perceived opponents (i.e. cobras flatten their necks, dogs raise the fur on their back and necks, cats puff their fur and raise their backs, etc.). Humans do it too. In the case of guns, holding it properly in front of you minimizes your viewable area. Holding it sideways raises your shoulder and pushes your elbow out, increasing the space you take up visually. This also allows your other hand and arm to do something similar to increase viewable area. It also raises the height of the focus of your body. That’s the biological. The economic is similar. By doing this, you are signalling something. Now for someone familiar with guns, it signals that you look silly. But on the basic instinctual level it signals phyiscal dominance. That signal can be used to minimize costs. Likewise, rappers holding their guns sideways signals that they behave like gansters, which plays to part of their audience and also keeps people from bothering them in public.
To expand on Nick’s comment, holding the gun sideways also lets the shooter see more of the gun himself, which is reassuring in a stressful situation.
Karate experts have a long-running debate regarding whether it is better to punch with a vertical fist (thumb on top and to the inside) or a horizontal fist (thumb on bottom). Extending the fist fist sideways ‘feels’ more aggressive and stronger to many people. Presumably the same feeling applies to holding a pistol.

Because that is how it came out of the BOX:) In all actuallity it is likely that some inner city drug dealer encountered the business end of a dynamic entry team using a shield. The lead man will hold his weapon sideways to get a proper sight plain while holding the shield, reaching around the shield while holding upright will not allow proper control of the weapon, but you can hold it sideways and see the sights through the window on hte shield.
