I found one article yesterday that mentioned it is an amendment. The Senate bill is a gutted version of a bill the house already passed, with the 2700+ pages of tyranny tossed in, instead of what the House passed. Of course I already spaced on the H.R. # . . .

Two things. First, when hear a senator talking about an amendment, they are usually talking about an amendment to a bill. Think Hyde Amendment or Tiehart Amendment. Second, because of the debate rules in the
senate, it will take a supermajority to repeal, it is called a filibuster. However, filibusters are prohibited on the appropriation bills, so future congresses can just include language prohibiting federal funds from being spent on it.

The senate bill IS an amendment to the house bill. Thats how it works for spending bills.
