If you look at the “about us” page, one of their goals is to reduce violence in the region. So that grant is probably legit, following the argument that no one gets shot when no one has a gun.

If their wording is exactly what they mean, there’s really nothing wrong with it, as it specifies that they want to help find ways to have only law abiding citizens owning guns. Now, we all know that’s not what they really want, but that’s what the quote above means, as it uses “to” rather than “of”

I agree with David. If the sentence ended with “… by law-abiding persons”, then it would have the meaning that the Joyce Foundation really intends.
