I give the phone companies a little more slack on LEO co-operation than some; simply because they get tarred and feathered in the press any time they “force” LEOs to go through the proper channels. It’s happened in a couple of high-profile cases with Verizon where the cops claimed they were “delayed” by having to dot every T and cross every I.
(Disclaimer: I work for VZW in a capacity where I might get asked by LE to provide info. The procedure is to tell them to call the legal and subpoena office, always. We aren’t even allowed to disclose personal information to an authenticated account holder due to the prevalence of pretexting attacks).
