The description of the accident is pretty sketchy and probably not entirely accurate. The bottom line is that you can’t obey the four rules unless you have control of the gun. You don’t have control of a gun that is bouncing around in a coat pocket with no holster to stabilize it.
That said, I don’t think it should be a felony to posess a firearm in a restaurant. In my home state it is even legal to consume a small amount of alcohol, blood alcohol over 0.04 while carying with a permit being a misdemeanor.
