DC had Concealed Carry Permits at the discretion of the Chief of Police, but this was repealed post Heller.
In other words, when it was illegal to have a pistol, the Chief of Police could issue carry permits (presumable to the politically connected), but now that pistols are legal, DC’s permit process (such as it was) has been repealed.

It was unclear from skimming the article if he’s suing for OC or CC. Shall issue CC would be the best outcome; I don’t think even Antonin Scalia would be comfortable with ruling in favor of OC in DC instead of CC. It would be awesome if they did, but I just don’t see it going that way.

Heller was always a road map for locales to deny the right without paying the price.
