Now, now, now, NOAA is the parent organization to one of the US Government’s seven uniformed services. Maybe the uniformed scientists needed a bit of firepower.

Well, just about every agency or department have special agents who run security and conduct internal investigations as well as provide protection to the bigwigs if needed. Not to mention the Inspector Generals. So the question is how many agencies have law enforcement who have authority off of their property.
NOAA contains Fisheries Enforcement, the law enforcement guys are contained within the National Marine Fisheries Service. Even state conservation officers carry guns these days but the NMFS enforcement guys don’t really know if that fishing boat they are investigating brought in illicit fish or illict drugs, terrorists, aliens, etc. when they walk up to ask a few questions.
Personally, I’d worry about the National Institute of Standards and Technology if they have external enforcement authority. It’d go something like this: “Hello, I’m from NIST and you’re not meeting out standards.”
