I had always assumed it was shall issue. Turns out, sheriff’s have broad discretion. A bill in the works to fix that.

We have a great Sheriff here in Poweshiek County. He taught the CC class when he was a deputy. Some counties require a class, others don’t and only issue to friends, etc. Other counties have to recognize your permit, many don’t like to. I’ve never been stopped/asked so no personal experience but as I understand, you could be hassled but not convicted. Permit reads “Iowa Professional/Non-Professional Permit to Carry Weapons”. Sheriff’s signature and county are listed. Doesn’t say it is restricted to that county.

Story county’s repeated refusal to allow me to carry played no small part in my decision to move to Florida.
Iowa’s refusal to allow reciprocity causes a lot of consternation with my relatives because I don’t visit.
