I looked up HB-228 and nowhere does it say you can carry a *concealed* weapon without a permit and without training — which is the main point of SB 1108/HR 2347 in Arizona.

CONCEALED carry. Open carry is already law.

A fee maybe – not a fine. A fine is levied against someone who breaks the law – not against someone who wants to exercise his right to carry.

Can someone possibly explain the difference between this bill and Montana HB-228 which passed last year?
The article mentions Az as the third state but Montana has already done this yet NEVER gets mentioned.
