??? It is my understanding, and first hand experience, that a qualified adult can purchase a rifle or shotgun (long guns) in a state that is contiguous to his or her legal state of residence, BUT NOT A HANDGUN. Been there, done that, but no T-shirt yet. Bought a “Texan” version of Marlin’s model 39 (.22 caliber lever action) just across the river, in Ohio around 3 years ago. Was told by FFLs in both Ohio and W.V. that a Kentucky resident can purchase a long gun, just not a hand gun in neighboring states. For me that would theoretically include Missouri, Illinois, Indiana, Ohio, West Virginia, Tennessee and the Commonwealth of Kentucky (my home) among the states where it would be legal for me to purchase a rifle or shotgun (hand guns also, in KY). Isn’t Arizona still contiguous (shares a common border) with the people’s Republic of Kaliforniastan? Decent Arizona folk may wish it were otherwise, but my map still indicates that southern California and Arizona share a common border. What’s the REAL story? Is ATF still just making up crap as they go… End justifies the means, or something like that?
