You don’t have to look to Alexandria to find this. Our recycle container in Knoxville has these chips. We earn “points” (similar to frequent flyer miles) for participating in the program.
I thought I’d left this behind when I left the UK.
Having fallen onto the green religion early in life, I was quite adept at choosing fresh foods without excessive packaging (reduce), incorporating shredded newspaper and brown-paper into my compost (reuse) using the plastic-bag packaging for carrying my sandwiches to work (more reuse) etc., leaving me little to put into the recycle bin.
But after they started to penalize me for not putting out the recycle bin when I had nothing appropriate to put in it, I resorted to rationing what little recycling I had. When that failed I would steal a portion of my neighbor’s recycling and put it out as my own.

Remember, “mandatory” means they will shoot you if you don’t comply.

How else will they check to be sure you’ve properly recycled your tinfoil hat?

I do believe that I’d be “accidentally” running over the bin at my place frequently.

I guess that means we’ll just have to go back to throwing it out the car window as we drive down the highways and byways.
