Failing to report the number of crimes reported to the police;
Failing to log all the crimes reported to the police;
And by inflating the “solved by arrest” rate.
Of course, there are other dodges. The Brits don’t count even very serious crimes where a fine has been paid “on the spot,” nor do they count most serious crimes until a conviction has been obtained and all appeals exhausted. Which does wonders for their homicide rate.
