I’m saddened to see such foolishness. Still CA has some of the dumbest OC laws of any state that allows it, so I see this as a potential blessing. Bigger target for a lawsuit against stupid anti-rights laws.
We are stocked-full with stupid. The stupidslature will continue their masquerade ball of foolery and self-promotion while the state sinks into insolvency.
So, a ban on open carry plus a cronyism-based may-issue concealed carry licensing equals a de facto ban on the bearing of arms.
Before the proliferation of concealed carry licensing, the argument in most states was that it was permissible to ban concealed carry because you could always openly carry your sidearm, as any honest man would, good sir. It wasn’t a ban on bearing, but a ban on concealing, the argument went.
I smell Constitutional challenge, shaped by however MacDonald comes out.

Why does it not surprise me with that state

So how does this fix their budget crisis? What about their overcrowded prisons? The clogged judicial system? High crime rates?

A ban on the open carry of PAPER WEIGHTS.
(That’s all an unloaded pistol is, right?)
