Does Pyrodex work as a “salute” charge?
When I was a kid a made a marble mortar out of a bycycle seat. The seat was the base and the tubular seat support was the barrel. A firecracker was used as the propellant charge. Actually I didn’t “make” it because it was used as it came from the bycycle factory. Elevation adjustments were made using the factory seat’s tilt feature.

I turned a similar brass mortar that shoots D-cell batteries.
Not quite as large a caliber as a golf ball, but used D-cells are free…
