Without passing into rainbow unicorn territory, I can say that the penetration and expansion data I’ve seen on the Cor-Bon DPX ammo in 5.56 have impressed me.
It ain’t gonna turn your gun into a .308, but it’ll punch through a car door and still expand nicely, to judge from the tests I’ve read about. I stick with the 62 gr version.

And no, I don’t plan on having to punch through any car doors any time soon. But legit scenarios are imaginable; plus it’s nice to keep options open.

M855 out of a 14.5 inch barrel sucks.
M855 or M193 out of a 20 inch barrel should be fine.

I’ve never jumped on the short barrel bandwagon either. An M-16 / AR-15 with a 20″ barrel is still a carbine. Not like you are trying to maneuver with a Mauser or a Garand with a bayonet.

They should just go to soft points and repudiate Declaration III of the Hague Convention.
It’s not like it was ever actually a useful thing, or helpful, or our various enemies ever gave much of a damn about it any more than they did any other treaty (with the exception, oddly, of the Nazis).
(Yes, it’d be “terrible PR” – but the same people who’d report and believe it already do the same tricks with anything the US military does, so who gives a damn what they think?)

Softpoints, hollowpoints, and other “non-Hague” ammo sucks for conventional military purposes.
Need the hard target penetration more. If you cannot GET to the target’s vitals, it doens’t matter how much damage you would do. And sometimes those vitals aren;t made of meat — like disabling vehicle.
Although you could make a case that the penetration on handguns is pretty lame already, so you wouldn’t actually lose any EFFECTIVE performance if they went non-Hague on pistol ammo and issued JHP.

16″ or 20″ barrelled rifle?
Civilian use?
M193 ball (preferred) or M855 ball (acceptable, if twist is 1:9″ or better, as they pretty much all are these days).
Since you won’t be using the gelded version (14.5″ M4 — it’s a bloody PDW, not a rifle!), and you aren’t trying shoot people at stupidly long ranges (500m), USGI vanilla ball is perfectly adequate.
At civilian defensive ranges, it goes all explodey fragmentation on meat.
