To some extent, engaging in “reform” concedes that it’s OK to tax, and therefore control, the instrumentality of a fundamental right.
I don’t have time for the legal research, but I believe there was a number of cases concerning the taxation of bibles and printer’s ink.
If we can find such a legal principle that prohibits taxation of the instrumentalities of a fundamental right, we will have the lever we need to pry apart 1934 NFA, and all that which follows.
